Suggested approach

Prepare the correct stage
Accept Cerellean's request before travelling to Ameth'Aran, the ruins identified in the quest story.
Follow the named objective
Look specifically for Anaya Dawnrunner rather than treating every spirit as a quest target. Clear a manageable approach, defeat her, and check the loot for the pendant.
Confirm credit and hand over
Verify Anaya's Pendant in your bags before returning to Cerellean. Killing another Highborne spirit does not satisfy the named item objective.

Planning notes

Other spirit and relic tasks can share these ruins, but this quest has one named item. Check for the pendant immediately after the relevant encounter so a later visit is not needed solely to recover missed proof.

If progress stalls

Inspect the exact target and inventory item. General Highborne kills or relic collection belong to other tasks and cannot substitute for Anaya’s Pendant.
